In 1990 Canada made an independent commitment that it would improve and stabilize its gas emissions at 1990 levels by 2000. By that year we were actually twenty percent above those levels. Evidence, that without regulations and demands, we would simply struggle to make a difference on our environment. (3) A Kyoto Approach is the only approach, it holds the necessary pressures and incentive to accomplish and commit to making a difference. " This is the only ball game in town, and those who don't want to be a part of that say quite clearly they do not want to be apart of the solution- says Swedish minister in regards to other countries wanting to participate in a private approach. Provincial governments such as Alberta must realize that they too are deeply affected by global warming, and that Kyoto will only save them money and resources in the long run. .
Many important environmental specialists believe that Canada's respected environmental legacy would have been lost had we not signed the Kyoto Accord. (1) When Jean Chrétien first came into power in 1993 environmental concern was considered an important issue in government, since then Canada has moved backwards on its environmental concern and progress increasing green house gas emissions over 20 percent since 1990 levels. (2) When Canada, who is responsible for only 2% of the worlds 1990 global warming emissions, joined on to the Kyoto protocol, a global identity was developed. Unlike many other developed and industrialized nations, Canada put forth and represented a positive concern with passion and denotation, a cause that was greatly received world wide. "It's really excellent, a good indication of the wishes of the country and the Canadian people- says David Anderson environment minister speaking on the ratification. By signing the Kyoto Accord our government has proved to Canada and the world the importance our resources and environment has to our global community, and what we are willing to do to preserve them.
