The Concept of Failed States



             It could be traced back to the 1980s when Solomon Islands were landed by British forces, providing an example of great power intervention that might be considered a failed state today (Wainright 2003). State failure then became a humanitarian preoccupation after the collapse of the Soviet alliance in the 1990s (Nguyen 2005). After the end of the Cold War and the increasing trend of globalization, this term has rapidly turned into a growing concern of contemporary scholars in terms of international politics and human rights (Wainright 2003). Helman and Ratner (1992) were two of the first scholars who used the term "failed states " as a concern about a state that is incapable of self-sustaining and hence threatens its citizens as well as its neighbours through refugee flows, political instability and random warfare.

             For better understanding of a failed state, it is of profound importance to first know about the definition of a state. According to Nguyen (2005), while "country " and "nation " are more usually used to define a group of people sharing identity, culture or religion, a "state " more often refers to the place and nature of a nation in the international system. The existence of a state, or statehood, is recognized by international customary law only when that state has a political entity with stable populations, a defined territory, government and ability to create diplomatic relations with other states (Di John 2010). Statehood can also be defined as a human community that can manage to legitimately use its physical force within a given territory (Coase 1960; North 1990), while Olson (2000) argues that the concept of the state is more focused on the relationship between the state and its citizen, namely the "social contract ", in which individuals would surrender some of their personal freedom to make a social contract with a sovereign government " the state " in order to receive peace and security in return.
