Boot Camps


After 90 days they were released into probation. The intent was to deter the offender from committing future crimes out of fear of prison. After evaluations showed shock probation had a low deterrence rate, boot camps began to be the alternate choice (Parent). It was adopted into civilian corrections from a military model because the military's recidivism rate was much lower than the national average (Haasenritter, 63). .
             Jails hold significant numbers of state sentenced inmates who often spend long periods of time there (Austin). Crowding in state prisons has also led to a wider use of jails to house those prisoners long term (Austin). Because this is a growing problem, boot camps have become an ever more available alternative to traditional incarceration in the past five or six years (Hayeslip). Boot camps are popular alternatives to overcrowding with the media, the public, and the politicians (Hayeslip). Boot camps can effectively reduce the prison population if four criteria are met. The camps must be large and involved. Drop out and post release failures must be minimized. Inmates must have a high probability of going to prison. The time served at the boot camp must be substantially less than if the inmate had served a regular prison term (Hayeslip). One of the major functions of the program must be to teach inmates how to live in society as successful citizens (Nunan). Boot camps exist for everyone eligible in the corrections system. There are programs for men, women, and juveniles.
             As of June 30, 2002, there were more than 22,000 juvenile offenders in the custody of the 22 United States correctional systems that responded to the current Corrections Compendium survey on juvenile offenders (Saint, 9). That is an 11 percent increase over the last decade (Saint, 9). Juvenile crime is a major concern in determining the future crime rate in America (Dale, 95). Although there are many different types of programs for juvenile offenders, most successful boot camps are operated like Florida's Juvenile Offender Training Center in Martin County.
