Intermediate Sanctions in Society


In the 1950's and 1960's the emphasis was on rehabilitation. Today the intensive supervision emphasizes punishment and control of the offender as being as important as rehabilitation. However today intensive supervision is designed and implemented to reduce prison overcrowding.
             Variations of intensive supervision can make it difficult to determine if it is effective way of reducing recidivism. Most agencies however show an increase in technical violations while offenders are on intensive supervision. One case study in the state of Georgia monitored a probation office that had small caseloads with the primary goal being to increase surveillance and control of the offenders within the program. They utilized the approach of more frequent contacts, curfew checks, bed/house checks, and random drug testing. Studies have shown that increased surveillance and control usually leads to higher failure rate among offenders.
             Shock incarceration is the most severe and diverse type of intermediate sanctions that is utilized. These are boot camps and generally these are institutional programs rather then community based programs. These boot camps usually have the commonality of the military type approach .

Most boot camps combine the military approach to basic training and the traditional philosophy of corrections. Most boot camps are designed for young non-violent, uneducated offenders. Over the years boot camps have shown that they alone do not reduce recidivism, so many states have developed and utilized wilderness survival programs that teach the group how to problem solve and work out their problems rather then fighting; and job corps, which teaches a young offender a productive job skill and helps them obtain their GED.
             All of these programs tend to offer the offender a second chance without going to prison, and offer education benefits.
