             President Kennedy didn't know what to do. He knew that an attack on the Soviets in Cuba would risk global nuclear war and cost millions of lives. At the same time, not doing anything would risk war too. If Kennedy didn't do anything about the missiles, it would only increase the danger of war crisis later. The United States had to be prepared to face anything at any given time. .
             Kennedy got together with advisors and discussed the options. He agreed that a surprise air attack against Cuba would be the best response. Kennedy announced a blockade would be put up before the actual strike. His advisors supported the blockade unless Khrushchev announced he would remove the missiles from Cuba, the blockade would be followed by a military action. .
             Just before Kennedy announced the blockade publicly, he confronted congress and the military. When he announced it publicly, he demanded that Khrushchev give them up and that his first step was putting Cuba under quarantine. .
             The United States was by far more advanced than the Soviet Union. The missiles were very expensive and the Soviet Union didn't have a lot of money. Putting the missiles in Cuba would be much cheaper than in Russia. Khrushchev thought that Kennedy wouldn't do anything about building the missile bases in Cuba because the United States hadn't said anything in the past. .
             Kennedy waited to see if the Soviet ships would do anything about the blockade. Later, Khrushchev said that he was going to withdraw the missiles from Cuba only if the United States promised not to invade the island. During the blockade, the United States had a difficult time keeping track of the missiles because they were camouflaged. .
             The next day, pilots flew over Cuba and took pictures of two missile sights. The U-2 planes found twenty-five Soviet ships and six submarines headed for Cuba. Khrushchev told Kennedy that the blockade will be ignored and the missiles on the ships will be delivered.
