Sovereignty And The Kyoto Protocol


Internationally, Canada's ratification is very important to the protocol, as two more countries are needed to ratify in order for the accord to take effect. At the moment, the countries that seem most likely to be the last two are Russia and Canada. If Canada doesn't join, it might mean serious consequences for the entire protocol, and the greater environmental concerns for the future that it represents. On the contrary, however, is the thought that ratifying an agreement that doesn't serve the best interests of the country, but rather is detrimental, shows that Canada is no longer strong enough independently, to behave like America and stand back from the majority of the world's nations who support Kyoto in favour of what is best for the country. This would seem to be proof of the diminishing sovereignty in Canada as a nation.
             The creation of international organizations is a fairly historically recent development. Before international organizations, countries were responsible for themselves and the best interests of their citizens. International committees and pacts like the Kyoto accord are ultimately designed to better our entire planet's well-being in the long run. Unfortunately, being responsible to the entire world often increases stress in the individual countries, when the citizens are forced to change in order to reach the tremendous expectations of the global community.
             The citizens of Canada who opposed the ratification of the accord aren't opposed to the idea of a cleaner environment. What they are opposed to are the implications that this responsibility to the global community will have on the national and lesser level.
             Many of the citizens who are opposed to the ratification of the Kyoto accord have suggested the reasonable compromise that would commit Canada to reduce its emissions, but at a rate that is more monetarily amenable to the industries, factories and companies, and the Canadians that they employ.
