Leisure can be described as what we do for fun.
Leisure is in the eye of the beholder. If you enjoy something, which helps you fully live the moment (whether doing something or watching something, like a play) then you are experiencing leisure.
Everyone does something that they consider to be fun, or they enjoy. That could anything from: running, lifting weights, reading, watching TV, to having sex, there are no limitations on what is considered to be leisure. So in many in many cases leisure for one person might not be the same for another person. For example I"m easily entertained as long as I have my x-box to play, and in most of my free time I play video games.
Having fun is a reward for working hard. So in other words leisure tends to be defined as a reward for productivity rather than as a human right. You can't have all play and no work, the reason we work is so we can enjoy the things we like to do, and if you don't work you shouldn't be rewarded with the same leisure opportunities as the working person is. So why should the government get involved with our leisure when it's a personal matter, we choose what leisure activities we participate in, not the government.
As a reward for working hard you are able to purchase that gym membership, take vacations, or just simply buy stuff that you don't really need but you simply want. Since leisure is not considered necessary it can be left up to that person to decide if he/she wants leisure apart of their lives.
