How Did September 11th Affect Foreign Policy


Resolution 1441 gave Iraq one last chance, one last chance to come into compliance or to face serious consequences." It was clear that the US declared Iraq the deviant. In a functional world, the United Nations is the governing authority and has the final say in matters involving international law. With this in mind, when the US decided to disregard the current resolutions and act, they became a deviant. However, one can also argue that the United Nations lost it's functionality when it failed to disarm the Iraqi regime after twelve years. Colin Powell continued on that day adding, "This council placed the burden on Iraq to comply and disarm and not on the inspectors to find that which Iraq has gone out of its way to conceal for so long. Inspectors are inspectors; they are not detectives." From a structure function approach, Powell pointed out the dysfunctional status of the past and present U.N. resolutions. These resolutions failed to reach their function of disarming Saddam Hussein and were therefore insufficient. If the UN used the same methods in the future, Iraq would continue to produced and hide these banned weapons. From a labeling approach, Powell's statement says that based on the past attempts, it is safe to say that Saddam Hussein will never comply with U.N.'s resolutions and any former resolutions are pointless.
