             Selection criteria is the fulcrum around which the independent immigration program revolves. It is typically the most controversial area of the program and has experienced numerous changes in the past three decades.
             For example, in 2001 the total number of immigrants admitted to Canada was 250 346. Out of this total, 26.6% were from the family class, 5.8% were business immigrants, 11% were refugees while 54.7% were skilled workers or economic immigrants.
             That means the largest category of immigrants to Canada were from a group that had to have established education and work experience credentials, official language proficiency, required funds and medical and security clearance.
             Out of the millions of people who apply for immigration to Canada, how are these people actually selected? Why do we find electrical engineers or people with Ph.Ds in chemistry driving taxis? These questions will be addressed in section IV.
             C. BUSINESS IMMIGRANTS.
             Just a few quick words on this topic. Often called the first class immigration category, and often derided as paying your way into Canada, this category is restricted to those applicants who can prove they have the funds and business experience to successfully establish a business in Canada or to substantially invest into a going concern.
             Three categories:.
             1) Self-employed: Self-employed persons must have the intention and ability to create their own employment. They are expected to contribute to the cultural or athletic life of Canada. They may create their own employment by purchasing and managing a farm in Canada. Typical net worth requirement: $40 000 Cdn.
             2) Entrepreneurs: The Entrepreneur Program seeks to attract experienced persons that will own and actively manage businesses in Canada that will contribute to the economy and create jobs. Entrepreneurs must demonstrate business experience, a minimum net worth of CDN $300,000 and are subject to conditions upon arrival in Canada.
