Human Rights Peru


It seems the general view by the United Nations and Amnesty International is that although Peru seems willing to face its Human Rights problems by reporting somewhat promptly to mandatory reports to the Committee, its effort to actually adhere to the covenant has been less than mediocre. Amnesty International presented a briefing to the Human Rights Committee on the basis of the countries fourth periodic report to the Human Rights Committee. In this summary of concerns it clarifies exactly what articles of the covenant Peru fails to adhere to, they are the following: .
             Article 2 : Guaranteeing Remedies.
             Articles 7, 10 : Prohibition of torture and humane treatment of detainees and .
             prisoners.
             Articles 9 : Guaranteeing the right to liberty.
             Article 14: Guaranteeing the right to a fair trial.
             Article 19: Guaranteeing the right to freedom of expression.
             The articles above, are of severe violations of the covenant yet the extent of violations goes much further. The issue of Human rights, of life in Peru is so complex that reporting to the Committee must have been incredibly frustrating to the delegation in charge; the enormity of the issue could not be encompassed in the report. A result of this inability to inform and react through positive reform led to the formation of a separate entity, which was needed to understand-and once well informed-could actually envision solutions that could remedy this atrocious record of Human Rights violation. The culminating result was the Truth and Reconciliation Commission. The recent report made public is Peru's best effort to face its daunting history. One who is not a Peruvian citizen would have a hard time imagining how the events that unfolded in the past 23 years have deteriorated Peru's society at every level. Corruption, violence, immorality and chaos thrived to create a culture that to this day is the norm.
