Because of this conflict, Bismarck attacked the Austrian delegates very forcefully. His attacks became so extreme that he was transferred to St. Petersburg as an ambassador to Russia. While being a delegate, Bismarck formed the idea of uniting all the German states excluding Austria. Although his new appointment was considered distinguished, his power was limited. (Showalter, Bismarck 2) Bismarck remained in Russia until 1862, then he was reassigned to France.
             While Bismarck was away in Russia and France, unrest between the Prussian king William I and the Prussian Parliament had been brewing. William and his war minister Albrecht von Roon had requested funds from Parliament to build a larger army. Parliament refused to raise any new taxes for the army unless Parliament had control over the army. William opposed the idea completely and as a result Prussia was in "dead lock" with itself. (Kimmich 14).
             During the year Bismarck was in France, William called Bismarck forth to solve the arms problem simply because no one else wanted the job. Roon suggested that Bismarck handle this crisis, because neither Roon nor countless other politicians could bring the king and Parliament to a compromise. After William appointed Bismarck as prime minister, Bismarck was not intimidated by Parliament and simply worked around Parliament. Bismarck collected taxes through decree which William could enact without interference from Parliament. Many times Parliament tried to counter Bismarck's decrees but were forced to simply sit back and shut up. Through Bismarck's decrees, William was able to enlarge his army and reorganize it according to William's desired efficiency.
