(Internet a) Economically, Diocletian prepared new ways to deal with financial burdens and an economy that was in shambles. He tried to stop inflation by establishing the Edict on Prices, which froze wages and prices. "In the third century, the city councils, which had formed one of the most important administrative units of the empire, had begun to decline." (Spielvogel p 169) "Curiales" were created to collect taxes and if the collected amount was insufficient they paid the expenses out of their own pocket. Socially, he issued edicts that "forced people to remain in their designated vocations." (Spielvogel p 169) Jobs and estates became hereditary, binding people to their cities and property. Such was true for the Coloni and Latifundia who foreshadowed the comings of feudalism. .
             Along with these reforms, Diocletian began religious reform that manifested itself in the persecution of the Christian faith. He sought to restore the Roman religion and found Christianity to be a threat to the peace of the Roman state. Diocletian had persecuted the Christians in the belief that they were undermining his efforts to save the empire. His suspicions are understandable; "they met together in what appeared to be secret societies, opposed military service, and refused to acknowledge the emperor as divine." (Internet b) Diocletian wanted to be worshipped as "Lord and Savior" by the empire. In 303 he issued an edict in Nicomedia in which he prohibited Christianity. This brought about numerous executions, the confiscation of property, and the destruction of churches.
             Diocletian concluded that stern measures were the only way possible, if these problems were to be solved.
