He takes care of her and makes sure she's physically and mentally satisfied. When the child is born, they both take care of the child - equally. They both change the same amount of diapers, clean the house equally, and spend time with the child - together as well as apart. .
Marriage would be something special and sacred. You have to be 21 to get married in every state. There would be no such thing as divorce. It would be enforced that every prospective marriage couple has to do counseling. The amount of counseling depends on how long you've known each other. This decision of course, is at the discretion of the trained counselor. The reason this rule would be in effect is to number one, teach children that marriage is a sacred bond between two people. Also, number two, people would take their time getting married and not be prone to rush into something so serious. .
In this counseling, couples would talk freely about any problems they would have with their mate. They had to go at least once a week. Once the couple seemed as though they were stable, they were on their own, with the permission of the doctor.
As far as languages are concerned, everyone would need to know how to speak at least 3 languages fluently. Children would learn (along with English class) two other languages of their choice (with their parent's assistance).
