This document, entitled the London Agreement, also stated that the defendant's position as head of state or government would not excuse him from punishment or responsibility, and that following orders would not be an excuse for a defendant, but might mitigate punishment dealt to him (Encyclopedia Britannica Online).
             In examining a partial list of defendants from the trial, it is obvious that the degree to which each was involved in the Nazi leadership varied greatly. Yet, but the tenets set forth in the London Agreement, all were equally culpable. One of the people prosecuted in the Nuremberg Trials was Hermann Goering, who had been second in command to Hitler, and who personally orchestrated the Aryanization of Jewish property in the mid 1930's. Another defendant, Hans Frank, was governor general of Poland from 1939-1945 and who headed an administration that exploited 2.5 million Jews in slave labor. Julius Streicher was editor-in-chief of Der Steurmer, which, according to the charges brought against him, incited the destruction of Jews with its anti-Semitic bent. Alfred Jodl was a strictly military leader who had been involved in the destruction of Czechoslovakia and the invasion of the Soviet Union. Franz Von Pappen was Vice-Chancellor under Hitler and served later as Ambassador to Vi!.

             These men and 17 others were all involved either in the political, military, or administrative leadership of the Nazi regime of Germany and therefore were considered war criminals based on the provisions set in The Hague Convention and the Kellog-Briand Pact. At the end of the trial, only Von Pappen of the aforementioned five defendants was acquitted; the rest were condemned to death.
