Affirmative Action


Programs like the AUAA are highly recognized, and "recent studies show that affirmative action programs have been very effective in raising black employment in firms, and particularly in raising the number of blacks in skilled and white-collar occupations" (Diggins 377). Bill Clinton has no doubt affirmative action has worked, but since there is still discrimination there should still be affirmative action (7). .
             Supporters believe there should be consequences if affirmative action is not followed. The 1964 Civil Rights Act, pushed through by Lyndon Johnson as a memorial to Jack Kennedy, prohibited the payment of funds to school districts that continued discriminatory practices (Ashmore 246). The educational institution is the place for action because racial preferences will help in the training of motivated people of color who might otherwise not have the chance (Rosenberg 446). Bill Clinton graduated from a segregated high school. In his speech on affirmative action, he said, "Discrimination is not just morally wrong, it hurts everyone" (3).
             Since the Bill of Rights says we are all created equally, it is unconstitutional to hire on the basis of color. The Equal Employment Opportunity Committee (EEOC) developed an act with racial quotas, rather than hiring on the basis of test performance, as its true goal (Detlefsen 35). "The EEOC Chairman was, in effect, telling employers across America, "Just hire the right proportion of black, brown, and female bodies and we won't bother you."" (35). In 1977, 11 percent of a sample of people agreed that to make up for past discrimination, women and members of minority groups should be given preferential treatment in getting jobs (Rosenberg 2). At the same time, 81 percent agreed that jobs should be determined by test scores (2). Also, 77 percent of black Americans did not believe that race should be the main consideration for employment (3).
