The Comprehensive and Balanced Energy Policy Act of 2001. This Bill Establishes the National Commission on Energy and Climate Change; and the Interagency Working Group on Clean Energy Technology Transfer. This bill allows the States to develop "energy infrastructure regional coordination", mandates reviews of regulations to identify barriers to market entry for new energy technologies, amends the Federal Power Act to establish the Electric Reliability Organization, establishes the Public Benefits Fund, and amends the Rural Electrification Act of 1936 to authorize electrification grants for rural communities. This bill focuses on the preservation and balance of our current energy level to make it last in amount and price for as long as it can.
The sponsors for this bill are Sen. Jeff Bingaman. The purpose for the creation of this bill is to basically preserve energy so that in the future, energy levels can be estimated and worked on now so we can improve our preservation. For example, the Comprehensive and Balanced Energy Policy act of 2001 creates guidelines governing: (1) renewable energy resources; (2) distributed generation facilities; and (3) hydroelectric relicensing. This Bill was introduced 3/22/01, introduced in the senate. The status of the bill is it has been read twice and referred to the Committee on Energy and Natural Resources.
I believe this bill can be effective in a positive way because it is concerned with the future of a very important source for our civilization, and to ensure ourselves in the present and future that this luxury will be available to us.
