However, the proposal did say that the oil revenues in the Fund would be "spent at the direction of the occupying power in consultation with an Iraqi interim administration." .
If external financing is sought, it is the Iraqi interim administration that would determine its terms and the sources. This administration would, therefore, have a key role in the proposed Authority if it is Iraq's self-governance that is aimed at genuinely sooner rather than later. .
