             There were also problems in Gandhi's home district of Gujarat, in a small area named Kaira, where recently the peasant's crops had been poor in a period of 1912 up till 1917, and they were struggling to pay tax to the British. Firstly Gandhi appealed to the Government to stop taxes on the peasants, and when that didn't work, he then instructed the peasants to take up a form of Satyagraha, where they refused to pay taxes. Gandhi called off the Satyagraha went the Government gave instructions to its tax collectors to not take taxes from the really poor peasants. Gandhi claimed it as a victory, but many others didn't agree, because in all honesty it had been a limited success because only the peasants with nothing didn't need to pay tax. Failure or not, Gandhi and his Satyagraha method were experiencing wide spread popularity amongst peasants, who appreciated the fact that he used language that anyone in India could relate to and understand.
             Gandhi's last campaign in this period took place in Ahmedabad, when in 1918, mill workers had been locked out by the owners when they refused to accept the withdrawal of a bonus that they had received due to a plague outburst. Hearing of the events, Gandhi went on a hunger strike or "fast" where he refused to eat any food until, the workers were let in and given their pay rise. The method was successful, because the owners were afraid he might die from a lack of food. There was a couple of major differences though from this campaign and the last two which were that this Satyagraha was aimed at Indians rather than British, and that his fasting was a debatable form of Satyagraha, because Gandhi claims that all life is sacred, but then he abuses himself to get his way. Nevertheless it gave him more popularity, and more success.
             During WW1 the Government introduced "the Rowlatt Bills" were an attempt by the Government to prolong its new powers that it had attained since the war began.
