Russia has only started to change its perceptions and realize that it has to fight for investments by foreigners. It's former policy used to be one of "here it is, invest or don't invest, but this is what you've got." .
             So despite the renewed interest in Russia by smaller investors, the big flows of foreign direct investment (FDI) has not matriculated. China saw foreigners pour money into its country to the tune of $47 billion in 2001 contrasting the expected $4 billion of FDI Russia hopes to see in 2002. .
             Putin seems to be facing an impossible task in changing outsider's perceptions of the new Russia and coaxing them to start operations in Russia.
