world war II

This pact ensures that, should one of the three governments go to war against the United States, the other governments will also declare war. Should Japan strike a United States territory, we will have no choice but to declare war on Japan. In effect, Germany will declare war, thereby officially combining these wars into the second World War. .
In addition to this, the recent complete Japanese occupation of French Indochina has allowed Japan to create a new operating base at Cam Ranh Bay. It is also clear that Prime Minister Tojo has every intention to fully occupy the Dutch East Indies. Once this happens, combined with their occupation of a large portion of Eastern Asia, Japan will have decisive control over the Western Pacific, control that extends dangerously close to American and other Allied colonies. Japan cannot be allowed to gain these powers. Moreover, the Allied Powers must not allow the disgrace of having colonies seized by the Japanese. This is wholly unacceptable. .
Lastly, the signing of the Japan-Soviet Neutrality Pact in the wake of OPERATION: Barbarosa eliminated the threat of Japan's only land enemy. Through the combination of the pact and Barbarosa, Manchuria and the Home Islands are now safe. Japan is now able to focus all its forces on conquest rather than protection. To ensure that this remains as such, it is key that Japan force the United States to stop delivering aid to China as ratified in March's Lend-Lease Act. Should China's troops grow too strong, Japan would once again have an enemy close at hand. The only way to ensure this does not happen is through stopping the US. .
Moreover, as a result of the recent total embargo, food and oil are becoming ever more scarce in Japan. This, combined with the aforementioned circumstances, point to action. The Konoe cabinet, along with Admiral Yamamoto, is growing increasingly restless. The recently imposed threats of Tojo are not idle.
