The main objective for the Delian league was to have an organised defensive alliance to resist future attacks from the Persian's and to maintain the freedom of the Greeks. " to create a new body, the so-called Delian League. The main purpose was aggression against Persia and to inflict vengeance by devasting the King's land" Ehrenberg states. Thucydides suggests that Athens became the leader because of the arrogant and harsh behaviour of the Spartan king Pausanius towards the Ionians and other Greeks. His behaviour caused resentment among the Ionians, who made suggestions to Athens that the letter should assume leadership. Thucydides stresses that it was the allies who took the intiative in transferring the leadership from Sparta to Athens. The Spartans were willing to give up the leadership. "We did not gain this empire by force. It came to us at a time when you were unwilling to fight on to the end against the Persians". The Athenians spoke these words to the Spartans. The Athenians excepted the hegemonia and set about implementing the allies" proposal.
To become apart of the League a tribute was collected by the Hellenotamiai and swore an oath. The total assessment of the contribution amounted to 460 talents which was to be collected and supervised by the hellentamiae. Aristides nicknamed "The Just" assessed each city-state and calculated what they could afford to tribute to the league "The tribute was in money, except for some states, especially the big islands, which provided ships and crews of their own" Ehrenberg stresses.
