             The events of September 11, 2001 changed the lives of everyone throughout the USA. Even if this tragedy did not change our lives directly it has indirectly change the way we live from day to day. We no longer take anything for granted. Even simple things like going to a concert were there will be thousands of people or going to the top floor of an exclusive high rise building makes you wonder is it safe. The terrorist robbed us of our innocence, we now know that a simple everyday act such as, going to work and returning home should not be taken for granted. Every time we board a plane, even after we have been subjected to numerous security searches we still feel slightly uneasy. Why? Because in the back of our minds September 11, 2001is as vivid as yesterday. Many of our Homeland Security Departments were blamed after the tragedy. It was even said that our Intelligence Department was notified of a possible threat of terrorism but no action was taken. We as human beings needing to place the blame for this tragedy somewhere, scrambled to find someone to blame for this oversight or even negligence. Today we still don't have any answers to the question of how we could have avoided such a tragedy. .
             On October 26, 2001 the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act, also known as USA Patriot Act of 2001 was born. This act was enacted as somewhat of a response to an uneasy nation and also as a response to terrorism. The USA Patriot Act of 2001 expands the authority of the federal, state and police agencies in many areas. We will examine a few of the components of the USA Patriot Act of 2001. .
             Section 3103a of title 18, which states that the government already had the authority in limited situations to delay notifications for searches, of some types of electronic communications, devices that were in the custody of as third party.
