In opposition to Armenians, Ottomans took the decision about displacement in order to prevent the harmful acts of Armenians. Armenians stabbed the Ottoman State that was their own state to establish an independent Armenia. The Armenians were deceived by lots of promises like to be given the lands which they obtained during the war. In addition to this, they were promised to take back their independence. Therefore, they established a number of revolutionary societies. Moreover, Armenians started their terrorist activities before the immigration process and continued these activities even during the immigration. Even if they have lots of privileges came from 1839 Firman, 1908 Berlin Congress and 1908 Constitution arrangements they collaborated with the enemy both in the border areas and in the inner regions, and performed genocidal activities to the Moslem people. Armenian troop of 1.200 people under the command of an Armenian named Hanov kill lots of Turkish people. For these reasons, Talat Pasha, sent a communiqué dated 26 May 1915 to the Prime Ministry to made immigration into a legal basis. Talat Pasha said in this communiqué that "Armenians abstracted the transport of food items, weapons and ammunition to the soldiers, they collaborated with the enemy; a group of them joined the enemy rank, and organized armed attacks against the military units and innocent civilians; they massacred and pillaged in cities and towns; and they provided food to the enemy navy and disclosed critical military zones to the enemy.""
