This complicates matters further by elevating poverty, spread of infectious disease and water shortages. Moreover, migration into urban areas many times produces conflict as diverse ethnic and tribal groups are forced to live with one another. The solution in alleviating these worldwide problems is complicated and expensive. The question then becomes whose responsibility is it in providing the necessary assistance to these developing nations. The United Nations met in Cairo in 1994 to discuss ways to overcome overpopulation issues. The outcome of this meeting was a projected $17 billion budget, with Developed nations contributing 1/3 of the financing and Third World countries providing the remaining 2/3. Under-developed countries have held up their end of the bargain, but the U.S influenced by Congress has terminated their financial end of the deal. If these serious problems are not addressed in the near future, the devastating economic effects will surely overflow into Industrial nations. .
