AIDS Drug Crisis

             Re: Recommendation for Congressional Testimony.
While there is no doubt that something must be done about the rising costs of prescription drugs in the United States, it can be convincingly argued that re-importing American drugs from Canada is not an appropriate solution. It has been suggested that letting various enterprises re-import prescription drugs will allow those who need it most access to affordable prescription drugs. Because the Canadian government, through various agencies such as the PMPRB (Patented Medicine Prices Review Board), has strict price controls of prescription drugs, Canadians pay much less for their drugs than we do here in the United States. This in conjunction with the current exchange rates which allow 1 US dollar to purchase about 1.37 Canadian dollars leads people to believe that importing Canadian drugs is the answer to the problem of high drug costs in America. In fact, the House of Representatives recently passed a bill onto the Senate that would allow this practice to continue legally and on a large scale (It is currently happening on a small scale). What politicians and other supporters of this bill fail to realize are the vast repercussions this would have on the safety and effectiveness of current drugs, the current market structure in the US, and the development of new drugs in the future. .
First and foremost one must consider the very real possibly (actually more of a certainty) that if this law passes a percentage of people who purchase prescription drugs from Canada will receive inferior or completely ineffective drugs. Currently the FDA (Food and Drug Administration) very carefully tests all prescription drugs that are put on the US market and continues to monitor the effectiveness and safety of the drugs. Essentially the FDA makes sure that consumers here in the US actually get what they pay for. However, if this bill is allowed to pass, the FDA will be virtually powerless to insure the quality of imported drugs.
