Therefore, to maintain development, and attain a better environment, the economy, and the generating of money is of utmost importance. Time is also an important factor. If the money invested into the development of the environment can be regenerated in a certain amount of time then development is slowly making progress and making an impact on the country. However, if money and time are not invested into the environment and its development, and services and resources are not maintained in a systematic manner, then the country will suffer as its economy will fail. The worsening, corrosion and wear and tear of the third worlds environment has been blamed on countries which are vastly industrial. Supporters of the Neoliberal-view seem to point the blame at such countries the most due to their lack of inconsideration and their vast amount of power. Due to this increasing great amount of power, they have destroyed hectares of land just so that they can benefit from it, inconsiderately, as others suffer. An impediment which countries of the industrial world have failed to see in past and present times is their limitation to developmental resources. The concept of pricing present-day consumption of environmental services, such as waste discharge has found easier application in development policy (pg 159). It is widely accepted, for example, in the form of the "polluter pays" principle incorporated into the pollution control legislation (pg 159). Therefore, something is trying to be done in order to try to control pollution and the loss of resources in certain third world countries. However, these ideas have been received with suspicion by governments of less industrialized countries, some of whom regard such proposals as a means of transforming their (unpolluted) atmosphere into yet another primary commodity to be exported to industrialized countries (pg 159). Debt-equity swaps, has also enabled concerned agencies in the industrialized world to buy part of the debt owned by countries with threatened ecological resources, in return for the right to determine the conservation of those resources, usually through the establishment of reserves (pg 159).
