Does IT Make the ARTS more elite?


With the creation of digital library's, learning and e-resources as well as Arts Projects being created for the digital environment we see in the increase in accessibility to the Arts world facilitated through the Internet and digital realm. More and more people start to gain access to these resources BUT when we start to analyse who is gaining more access we can see that the OECD higher income countries are bounding ahead but the developing countries, more and more, are being left behind.
             Who has access to Arts through IT? The United Nations Human Development Report for 2001 stated that 79% of the worlds Internet users are from High Income OECD countries. What you need to know, ladies and gentlemen, is that the OECD countries make up less than 14% of the worlds population. This is why IT is making the arts more elite.
             IT Infrastructure.
             More and more the Internet is evolving and growing but as we see Internet user populations rise exponentially in the OECD nations. The usage rates in the developing countries are stagnating at incredibly low populations. For example over 63% of American citizens are connected to the Internet but in Africa the Internet can only be accessed by 0.5% of the population. .
             The same disparities occur between urban and regional areas. Even in a developing country where limited over priced access to IT infrastructure exist you will find this is limited to the urban areas there are little or no last-mile solutions for rural regions. The last-mile solutions that are in place are still too expensive to be of any use to anyone other than a very elite very privileged few.
             Developing countries have always been slow to adapt to innovation and technology in a recent study conducted by the world bank we can see that in 1999 more than 65% of the OECD population own a main telephone line and an even greater amount have access to one in their place of residence but still even in 1999 less that 3% of the population in south Asian non-OECD countries own a main telephone line.
