In a century where change was the only consistent in New France, it became the most important period for growth and development in New France. King Louis XIV realized that like other European countries expanding to North America it could provide great profit for the motherland. Government was to follow, directed by Louis XIV, this set the foundation for economic and social aspects within the colony allowing it to flourish. This provided New France the support structure necessary to become a permanent French colony once and for all.
King Louis XIV, the sun king as he became known, came to power in 1661. He instantly took over the government, and proceeded to mold it as he saw fit. Louis XIV decided to create a dynamic French presence in North America, in hopes that it would profit the mother country. Influenced by a governing system based on absolute monarchy, where all authority descended from him, was he main goal for strengthening this new province. These decisions in the forefront of Louis XIV rule set the foundation for a political presence in New France. "In Fashioning this new royal province of France, the minister of the marine, Jean-Baptiste Colbert, reformed what is known as the seigneurial system."(88) The governing system was something that migrants from France were familiar with, and could easily adapt when making the transition to New France. "In 1627, King Louis XIV granted the company of one hundred associates legal and seigneurial rights over the territory of New France."(88) This in essence became the first government in Canadian history. .
The Economic development transformed with a new government, and a new push for migration in New France with Louis XIV in power. "During the course of one decade, the French crown strengthened the colony's economic infrastructure and introduced new political institutions that lasted for nearly a century."(87) One such political institution was the Sovereign council, or superior council as it was known after 1703, where laws were created, and criminal and civil cases were taken care of.
