The Charter allows the Security Council two ways or methods in resolving conflict. Chapter VI of the Charter lists and allows the methods for pacific settlement of international disputes. The next level of resolution is found in Chapter VII, which permits positive action against threats to peace. This is based on a system of collective security. Decisions are made solely by the Security Council, which is responsible for maintaining peace. Unless advice is asked for, the General Assembly does not make any recommendations the Security Council. In order to decide the best course of action, the Security Council will determine the state of the situation, and make its recommendation. If the General Assembly is involved, and is in a voting situation, the voting nations have three choices. They may vote in favor of, to oppose, or to abstain, similar to being absent. .
             The Security Council is the organ of the United Nations that is responsible for maintaining peace and security in the world. It is vested with a range of coercive power. It has the power to place a matter on its agenda, debate the issue, conduct an investigation, and make provisional measures such as procedures or terms of settlement. There is no provision in the Charter for peacekeeping operations, but the Council may authorize it. These operations have been invaluable for policing demilitarized zones, disputed frontiers, and maintaining law and order in areas of conflict. Sanctions can be imposed upon a nation by the Council. These measures include stopping economic channels. Stopping transportation, communication, and ceasing diplomatic relations are all strict provisions, but do not include military action. Military action could be involved if these measures are ineffective.
             The peaceful settlement of a dispute is often called "peacemaking." Member states of the United Nations are obligated by the Charter to settle disputes by peaceful means.
