Isla Vista where students lives, a drunk driver rushed like a buster into a group of walking students killing four and injuring the fifth. It was a shock for the whole university. The Dean made a few calls before she left to the scene. When she called the Vice Chancellor for Administrative Services, she said "Michael, your worst nightmare has come true" (Young, Nord, Harris, 2002, p57), as if they knew that this place is a spot of danger. The Dean was in Chicago visiting his family and as soon as he heard the news he took a plane and came back to California. .
After an hour of the accident the news spread through out the town. By midnight, media arrived to report the story and asked the chancellor to comment regarding the disaster. On the next day, students gathered along with adults to share and listen "sympathetically" to those who saw the accident (Young, Nord, Harris, 2002, p60). The second step was to gather more information about the accident and give a reasonable respond to the media. Finally the driver was charged with murder, manslaughter, and driving under the influence of drugs (Michael Young, Dennis L. Nord and Yonie Harris, 2002, p60). .

These two stories have something in common. The security department did not expect the danger and were not well prepared for it. In the Isla Vista, the vice chancellor clarified my point by saying "I just hadn't envisioned my nightmare coming true in exactly this way" (Michael Young, Dennis L. Nord and Yonie Harris, 2002, p57). Whereas at the Maryland University, it was more obvious, because caution should be taken whenever a group of students assemble during an athletic game. This leads us to something called Pre-Event planning. .
Pre-Event is an important issue that Linda M. Clement present in her article. She states that "prior to any campus event, planning and coordination of multiple campus agencies is essential" (2002, p48). It is clear that Maryland University and California University did not do take that step into account.
