And when ye are told to Anshoozoo (get up, be raised), rise up Allah will rise up, to (suitable) ranks (and degrees), those of you who believe and who utoo al"ilm (possess knowledge,vital information). And Allah is well-acquainted with all ye do. 58:11".
Deliberation is to be carried out in the majalees. Majalees is the plural of the singular Majlis. This means that there is more than one council room where deliberation can take place, and anyone who wants to participate in the deliberation can participate. This is a prime example of democratic process. Anyone who wishes to join must be accommodated, as per 58:11. An important note here is that the possessors of knowledge need not be Muslims, as anyone living within the state can have knowledge on any given topic, and thus it can be inferred as a form of equality, or equal representation.
"And of them are those who vex the Prophet and say: He is only a hearer. Say: A hearer of good for you, who believeth in Allah and is true to the believers, and a mercy for such of you as believe. Those who vex the messenger of Allah, for them there is a painful doom. (9:61)" "It is part of the Mercy of Allah that thou dost deal gently with them Wert thou severe or harsh-hearted, they would have broken away from about thee: so pass over (Their faults), and ask for (Allah's) forgiveness for them; and consult them in affairs (of .

moment). Then, when thou hast Taken a decision put thy trust in Allah. For Allah loves those who put their trust (in Him). (3:159)".
The two previous verses show us how the Prophet Muhammad(pbuh) himself was told to consult the people in their affairs.He was also described as "a hearer." His enemies at the time did not appreciate this, but the Prophet was given support due to the fact that he listened. Again, this is democratic. A ruler or decision maker must take into account the public voice in democratic setups. The decisions taken are not always right.
