             Finally, The United Nations could be said to be a mediator in this relationship, this by trying to appease all sides of this problem with resolutions. However, the problem in all of the agreements that the UN puts forth is that they all start with Israeli troops leaving southern Lebanon. Syrians will not give up position in Lebanon because they know the consequences from the Arab world especially the Palestinians. Subsequently the Israelis are not likely to completely withdraw from Lebanese security zones. "The United Nations needs to understand that Syria does not want Israel in Lebanon and Israel does not want Islamist factions attacking their country from the north."(3) The problem lies in the fact that either side completely withdrawing their occupation in Lebanon would provide for the influx of either more extremist rule on one side or Israeli influence on the other. It is my contention that the UN ambiguously crafts the terms of its resolutions (425,242,338) in such a way that the first step will never be fully agreed upon by both sides. This is partly because the United Nations needs the presence of the Israelis to off-set the presence of the Syrians because those two countries are the supporters of the Christians and the Muslims respectively in Lebanon. Due to the still un-stable nature of the Lebanese government the departure of either Syria or Israel will create a power vacuum that has been quelled in recent years following the civil war. In Closing, the systemic factor that The UN provides is one of mediation between two sides, all the while trying not to let the compromise happen until the Lebanese are fully ready to stand alone. As I stated above this is not an exhaustive list of the systemic variables that come into play in this relationship. However, as one can plainly see the countries and organization that I discussed above play a large role in the quest for a perfect co-existence between Syria and Lebanon.
