             These changes would address the families basic cost concerns so that things such as decent housing and basic living needs can be achieved on a livable wage. But these kinds of changes are not with a cost to all consumers.
             Mr. Mill offers ways to offset that spending: by cutting back on what he calls unjustified subsidies for companies, easing up on health coverage for Americans who are well covered and imposing a 60 cent-a-gallon tax on gasoline, to reduce dependence on Middle Eastern oil and to finance his 2 percent solution.
             But if those options are too drastic; then why not look at the increase of luxury taxes on jewelry and other high end items, tobacco, alcohol, out of the country travel and out of country business revenues. These options could be used in combination with Mr. Miller's suggestions. Child care, assisted living, elder care, and prescription needs would continue to be supported by local and state budgets, but a major portion of the costs could then be supplemented by the boost in federal funds from education, health care and housing subsistence.
             A basic standard of living for all citizens would give everyone in poverty situations an opportunity to face life with a basic level of dignity and the hope to aspire to better things which then are not so much of a dream, but closer to reality.

             Is it the responsibility of the government to provide minimum standard of living for all citizens?.
             The answer to that question is "No", but in truth our governments on all levels (federal, state, and local) already provide components that aid in a minimum standard of living for its citizens. Differences in localities and regions make a minimum standard of living too varied to standardize. .
             There are federal and state minimum wage requirements that must take into account the thousands of small businesses that struggle to remain profitable while employing the largest portion of America's workforce.
