This was a problem for the US because the base was 90 mi. away from Florida. Therefore, President Kennedy implemented a naval blockade around Cuba so no Soviet ships were allowed to enter Cuba. Since a growing number of people were able to get health care and decent rations of food, there was an incredible increase in population.
