             "Sentencing policy and practice in Northern Ireland-.
             The apparatus and methodology of the criminal justice system in Northern Ireland, as here in the United States, is indeed a complex and vast topic for exploration. However a concise and revealing depiction of sentencing policy and practice within Northern Ireland is perhaps best achieved through analysis of an actual example.              The particular case at hand is that of Mrs Mel Mulligan and Mr Dixie Dilligan [Please refer to Appendix 1 for background details on both offenders]. The case was found in a "Petty sessions- court. The pair were jointly charged with theft of 2x24 packs of lager from a supermarket under the Theft Act (Northern Ireland) 1969 s.1 and both pleaded guilty upon their first appearance in court. .
             After pleading guilty upon their first appearance in court the case was adjourned for Pre Sentence Reports to be prepared before sentence could be passed by the resident magistrate. As with in the United States a guilty plea means that the lengthy trial can be dispensed with and sentencing procedure can begin.
             Pre Sentence Reports .
             Appendix 1 contains an extracts from Mel and Dixie's pre sentence reports. A probation officer compiles these reports after an interview with the offender. The pre sentence report is a vital part of the sentencing process as it provides the magistrate with the relevant information on the offenders background, the general circumstances of the offence and other relevant information. The composition of a pre sentence report is as follows:.
             v A front sheet detailing the "basic factual information- on the offender, offence and relevant factual information.
             v An Offence analysis section. This section of the report will deal with the circumstances surrounding the offence and may provide information on issues such as the extent of the offender's culpability, any attempts at reparation to the victim by the offender, the level of premeditation in the offence and the offender's consciousness of the consequences of the crime.
