Mary Had a little Phone

On a warm sunny afternoon on April 20, 1999, a small suburban high school much like Springdale, found its self to be under attack by two of its own students, and while the massacre was in progress, according to reports, nearly 300 students and faculty notified the authorities of the current events by way of cellular phones. Authorities arrived approximately 12 minutes after the shootings had occurred. 5 minutes later the attackers gave up their slaughtering and committed a modern day Hari-Kari.
In theory, what if all land lines had been cut. By the way, these people were capable of creating advanced homemade bombs, they could probably take out the land phone lines. There are ZERO cell phones in the school as well. The first thing that will be people will risk their lives to gain access to a land line for they are unaware of the phone's cut service. They could very well get caught in crossfire and lose all they have. So let's assume that after the third or fourth attempt by the brave, yet lost souls, some one reaches a business phone across the street and notifies the police. In the real situation, within 16 minutes the gunmen were there, they claimed 13 lives and wounded 21.It may have taken twenty to twenty-five minutes to arrive without cell and maybe a dozen more lives could have been lost.
But a person with a cell phone who could see and hear the attackers notify police immediately and fewer lives are lost. But you might make a good argument that someone across the school could have heard all the gun shots and could have safely reached a phone. This is plausible except that Senior Graduation was close approaching, and most people assumed they were firecrackers or a prank. A minute distraction, is not ever worth a human life. Ever. .
Yet with evidence like this, Arkansas State Legislature is one of the last states with an Act the prevents cell phones from going to school. Act 447 distinctively prohibits "possession of any paging device" or "electronic communication advice.
