House Bill number 552 entitled Department of Aging- Continuing Care Retirement Communities-Regulation deals with the housing of retiring persons over the age of 59. The bills sponsors are Delegates Donoghue, hurson, Hammen, Benson, Boutin, Bromwell, Costa, Elliott, Goldwater, Haynes, Hubbard, Kach, Mandel, McDonough, Morhaim, Murray, Nathan-Pulliam, Oaks, Pendergrass, Redmer, Rosenberg, Rudolph, Smigiel, and Weldon. The committee assignments are as follows: The House of Representatives are dealing with health and government operations while the Senate handles the finances. The purpose of this bill is to authorize the "Department of Aging specific agreements entered into by specific persons when determining whether a specified sales requirement has been met under specific circumstances" (pg. 1of 3). In other words its purpose is to regulate the building of retirement homes and continuing care facilities for the elderly.

Bill Purpose.
The Department of Aging - Continuing Care Retirement Communities-Regulation bill "authorizes the Department of Aging to count continuing care services agreements a person enters into up until the time the department issues a preliminary certificate to the person toward the 65% presales requirement if certain conditions are met" ( Maryland General Assembly). This bill deals directly with the elderly and retiring population over the age of 59. The Department of Aging purpose is to have eligible providers build new communities for the aging and retiring. They are giving the retiring persons certificates to help with the rents so that they may live in these units authorized by the department of aging. The housing providers are not allowed to provide care until the department issues the certificate of registration.
Population at Risk.
The drafting of this bill was necessary to ensure the proper housing of retired and elderly persons. This bill will expand the number of independent living and assisted living units at the facility.
