             In 1966, he sought the position of governor of Georgia, but ran third in the Democratic primary. Carter immediately began preparation for another campaign and in 1970; he defeated former governor, Carl Sanders in the primary and was elected governor of Georgia in the general election in November. He surprised many Georgia residents and gained national attention with his inaugural address in 1971, by calling for an end to racial discrimination. During his term as governor of Georgia, Jimmy Carter appointed a number of black citizens to state boards and agencies. He even placed a portrait of the late civil rights leader, Dr. Martin Luther King Jr., in the state capitol building, something that would have been inconceivable in earlier years. During the time that he was governor, he reorganized the state government and abolished about 300 offices, boards, and commissions by consolidating their functions into 22 new agencies. He required that state officials theoretically justify every budget request, which was known as "zero-based budgeting". He also passed the "sunshine law" which opened government meetings to the public. Also during his term as governor of Georgia, Jimmy Carter supported the reinstitution of the death penalty in Georgia and worked for stiffer sentences for drug violations. .
             Jimmy Carter was not eligible for a second term as governor of Georgia and began running for president of the United States almost immediately after his term expired in January 1975. He built his campaign for president on moderate positions on most major issues and he set a moral tone for the election by making a promise to never lie to the American people. He also promised to institute a decent, compassionate, and responsible government. By the beginning of 1976, he had established effective organizations in most of the states and entered most of the 30 presidential primaries. He chose Minnesota senator Walter Mondale to be his running mate against incumbent president Gerald R.
