Chile from 1970 to 1973


Despite their camaraderie, Chilean industry workers remained relatively unorganized in 1970, with only 20% of the workforce participating in unions. The copper industry was further away from Santiago, and thus it was more difficult to organize and combat low wages and poor working conditions. .
             The aristocrats also controlled the many agrarian sectors of the economy. Peasant farmers did not have control over the land they labored on. The majority of land was owned by the aristocrats, who had failed in trying to reform unequal land distribution. Without land reform, the peasants would remain in a trapped economic position with little room to maneuver. Many legislative policies dealing with the agrarian sectors were often twisted in such a way that only some minor demands of the farmers were satisfied, while leaving larger issues untouched. .
             When President Eduardo Frei, a center reformist, took office in 1964, Chileans felt hopeful that some improvement would be made in both the economic and social aspects of society. They were promised land reform through redistribution and were told that "expropriating from the least productive to the most productive, would raise wages, increase standards of living, and raise production". .
             Frei ultimately failed at his attempt to create "access to the benefits of modern civilization". He never addressed the issue of aristocratic dominance in banks, media, courts, and agricultural firms. This preservation of power was promised to ensure individual rights, but eventually undermined his attempts at reform. As his Presidency continued, the goals of Frei's reform became less ambitious and Chileans were left disillusioned. After six years of broken promises, "the rich were getting richer and the poor were getting poorer". At the end of the Frei regime, 5% of the population received 25.2% of total personal income, while 50% of the population received only 15.
