There was also the issue of "chads" and "dimples". These were the marks left by the hole-puncher in the polling booth in certain districts (the method of casting one's vote wasn't uniform across the nation, as new, modern techniques were used to attract voters, but only added to the confusion) which did not show a distinct hole in the paper so it was unclear who the voter had cast their vote for. The Republican base in the heirachy of the Florida government was also a suggested reason that Bush won. His own brother JEB was, and is, Florida's Governor and may have had an influence in the layout of the ticket itself. The US Supreme Court was also a reason Bush won, it is made up of mainly Republican appointees, and this showed in the two crucial decisions in the election. A 5-4 on December 8th verdict in favour of Bush meant that no recounts should take place. And the 7-2 victory on December 11th for Bush, which stated that any recounts would violate the 14th amendment. The Supreme Court effectively decided the winner and Al Gore, it has to be said was very unlucky to lose.
