             There is no single set of international legal rules that apply to electronic commerce (in every country). There are many laws and technical standards that may be applicable, but no perfect set of laws or regulations exists. While the International Chamber of Commerce, United Nations Commission on International Trade and other organizations are promoting global coordination of legal structures, contracts are the current legal structure for electronic commerce transactions.
             The very first step in e-commerce is usually customer registration of some type. This is done in both business-to-business and business-to-consumer environments. Registration establishes relationship and provides a comfortable sales environment for both the vendor and a customer as to security, payment, authentication and other risks. The number of registered users is often used as one measure of the value of the web site.
             As part of registration, which can be repeated as part of the sales process, the customer must go through a set of screens containing contract terms. The customer must respond that he or she agrees to the contract terms, or he or she is not permitted to proceed with a transaction. The legal purpose is to allow the customer to read the terms of the agreement before agreeing to them, and the choice to accept or reject the terms.
             Acceptance of terms and conditions of web site use, sales or other agreements by clicking on an "I accept" icon has become a common process on web sites. Terms and conditions of use are ever increasingly used even for publicly available areas of a web site. Sales and license terms are used for the business activity portion of the web site. .
             So what are the principle legal issues?.
             Applicable Law.
             The most obvious is exactly what laws apply? International law has developed complex rules to determine where a transaction is deemed to occur; however, these rules are extremely difficult to apply where transactions are instantaneous and where the seller and the buyer could be in two different countries with the credit card authority which confirms the transaction located in a third country.
