State actions have been taking place ever since the 1980s. However, the beginning had only nine states provided with funds for the early childhood forums. From that time, an additional nineteen states have received such programs. Out of the total, only seventeen are showing visible activity within the previous five years. Besides, three states that have the first agenda have managed to create additional financial obligations for the early childhood education within the last six years (Morado 34). Similarly, such programs still go on with the remaining six states as the next to realize the effects.
