To the present day reader, Walters cannot use any evidence to back up any of his claims that these methods are effective. Without any evidence, these points only then become opinion since it is hypothetical to solutions given to current day problems. Although he makes a claim at the end that this has made progress towards changing the climate of drinking, to us as the present audience, we can only agree or disagree that this would be a likely future, ("We have a ways to go, but we have made significant progress toward changing the climate of drinking on campus. At the same time, we're pleased to say that our graduation rate is up, the rate of alcohol-related events is down" (581).
Walters uses appropriate voice throughout the entirety of the letter. Examples include: professionalism with educated language presented. Organization of topics are easy to follow. A strong dedication to make sure everything is informed to the students and parents is provided. He knows how to make sure to address his language and letter to both parents and students so that they both feel informed. In concerns of parents Walters mentions how violation of the alcohol policy is dealt with which includes both the parent and student, "Parents are typically notified of any second-time infraction of the student code of conduct" (580). He even appeals to parents with pathos by showing a sense of understanding about family, "(However, we do not let our 16-year-old daughter anywhere near the fraternity parties)" (580). Even if the letter mentions alcohol being available at many activities, Walters shows concern towards parents further by informing about alcohol-free activities available to students.
