It is well known that the legislation in the customs sphere is considered to be rapidly changing. Various laws and regulations of customs authorities are being issued more and more often. Because of that sometimes certain difficulties in the tracking of all the changes in the legislation may arise.
- Joint efforts of law enforcement agencies , taking into account the legal distribution of their powers have not yet fully focused on the identification, detection, investigation and prevention of crimes in the customs area; .
-Lack of proper interaction between law enforcement and customs authorities largely motivated by shortcomings and irregularities in the activities of law enforcement agencies, faults in the organization of operational-investigative work, lack of institutional control and inconsistent action of operational law enforcement officers.
Today law enforcement agencies (for example, the financial investigation bodies, prosecution and customs authorities etc.) sometimes don't have the proper close interaction between each other. Although it may be regarded both as positive or negative but one fact is obvious: the interaction between these agencies is really vital in the fight against such serious problems as smuggling, illegal drug and weapons traffic, underground markets, money laundering and many others.
We have thoroughly studied the causes that have become a stumbling block in the interaction of law enforcement and customs authorities. Having analyzed them we decided that a focused and effective fight against crime in the field of customs cooperation is necessary to improve law enforcement and customs authorities in the following areas:.
-A clearer division of responsibilities between law enforcement agencies on the basis of the division of investigative jurisdiction;.
-Mutual exchange of information in the field of foreign trade activities;.
-Improving the efficiency of joint preventive operations in the border areas to detect and prevent crimes in the area of customs;.
