Discussion on Democratic Regimes


This conferral of legitimacy on totalitarian regimes (provided that the population is genuinely supportive of them) simply cannot be right to a Western mind. However, it is quite difficult to conjure up a normative sense of legitimacy that regimes can be judged by, and therefore one in which authoritarian regimes can be easily demonized. Whichever way the situation is examined, it is always examined through the prism of a mind which has grown up and been socialised into thinking that their system of government is the best. Therefore it seems as if it is almost impossible to analyse regimes from any perspective other than that of their citizens. The ability to persuade and coerce a population that the current system of government is most appropriate is simply manipulation of the people and we must bear in mind that whatever regime we live under, this must necessarily be the case for us too (through the state and private media, education as a child and more) and so we must not judge others by our own standards.
             We could now query why non-democratic regimes are not legitimate. Any governing regime must perform certain functions as a bare minimum, such as defence of the population from both external and internal threats via the military and enforcement of the law respectively. The overwhelming majority of states go further than this in redistributing some of the nation's wealth to ease the lives of the poorer members of their society. If a non-democratic regime performs these functions then why should we not consider it legitimate? Largely it would not be considered so due to the application of our 'democratic standard' to countries where such political systems do not apply. Representative democracy, bound up with a strong legal system of rights, is helpful in preventing excesses of the state in terms of offences committed against the citizen and maintaining legitimacy that way.
