Democratization in Slovakia, Czech Republic and Poland


In this paper the success of democratization will be measured by the sum of the level of inclusion and governmental accountability achieved. Both of these terms are in some way overarching and very often underachieving as basic principles of the third wave of democratization. In this paper, inclusion will represent all adults having the right to vote in free and fair elections. (Dahl, 1989) Particularly focusing on the inclusion of minorities in politics through proper implementation of their institutional rights which are fair and promote equality between the citizenry. Inclusion in this case will also be understood as a response, either positive or negative, to the above listed factors from the citizenry, shifting the countries accordingly on the democratization scale. Therefore establishing the voters' discontent or satisfaction with their position in the political process of democratization. Nevertheless, the attitude of the demos towards democracy greatly depends on the quality of governmental accountability. As O'Donnell (1998) suggests, governmental accountability relies on both vertical which involves voters taking part in elections to voice their social demands, and horizontal accountability which involves authorized state agencies overseeing each other's responsibilities like the executive, legislature and judicial branches. Vertical without horizontal accountability only creates disaffection with the government or the regime. Therefore, this essay will only concentrate on horizontal accountability as we assume vertical accountability as a natural indicator of the scope of inclusion of a state. First and outmost, governments have to be able to be held accountable by the public which requires a high degree of transparency in political decision making. The individual state agencies, although, working closely together, also have to respect the autonomy of the other. In both cases the commitment to uphold the rule of law is what creates a strong governmental accountability.
