He explicates this claim when he stated "the American population is distributed ideologically on the linear continuum that appeals to party to gain the support of the median voter will necessarily concentrate on those ideologically in the middle." He states that political candidates only take into account the side preferred by most constituents and that in order to get elected, politicians running for candidacy must automatically appeal to these median and swing voters. In order to gain political votes, candidates aim to gain the support of all the voters included by the median and swing voters. .
Because of this bell curve, the marginalization of the minority groups and their social identity being completely ignored because they are far from the middle majority. According to Frymer, the group that is mostly casted out of the voting system was African Americans who were, by then, fighting for their voting right and civil rights. It was ought to be that the Republican Party was promoting Black civil rights, they lost their majority votes. "When the Republican party, believed it needed electoral votes in the South to maintain power nationally, party leaders focused on promoting policies disadvantageous to black interests" (Frymer 1999;52) This quote is quite compelling towards both Frymer's and Bishin's theory because of the fact that minorities are disregarded due to the fact that they were believed to take no greater effect on political candidacy. However, in Bishin's theory of subconstituency, minorities take a greater effect towards elections because they affect the candidate's decision and stance. Even though it says that the Republicans were no longer working towards Black civil rights, the fact that this minority group strongly affected the candidate's political views supports the subconstituency theory.
