The Ministry of Manpower (MOM) of Singapore since their Independence is continually being transformed in building a worldwide competitive workforce, progressive workplaces, and life longing employability and to make sure about the financial security for all Singaporeans people. In Parliament, the Ministry is represented by the Minister for Manpower (Mr. Gan Kim Yong), the Minister of State for Manpower (Mr. Lee Yi Shyan) and the Senior Parliamentary Secretary for Manpower (Mr. Hawazi Daipi). The proper functioning and performance of the Ministry is the responsibility of the Permanent Secretary (Manpower) and his Deputy Secretary. The Ministry of Manpower's aim is to achieve a globally competitive workforce and great workplace, for a unified society and a secure economic future for all Singaporeans. A total budget of $1,267.84 million has been allocated to Ministry of Manpower in February 2013 to achieve MOM's mission. Singapore welcomes foreign talents in order to sustain a dynamic and vibrant talent pool. Singapore follows a relatively liberal immigrant's policy to attract and retain foreigners who fall under various categories like qualified and skilled professionals, entrepreneurs, meritorious professionals etc. .
In the year 2012, Deputy Prime Minister and Finance Minister Tharman Shanmugaratnam gave a speech on the budget and had announced that the government will introduce further measures above 7.5% per annum to moderate the increasing dependence of foreign manpower over the last two years. Manpower shortage has been hitting hard to the growing hospitality. In the supply of workforce quality the industry showed a shortfall of 30 to 40 per cent, while hotels are trying to cope with internal means, with many more expected to come up, the manpower concern will only multiply. Hotels are expanding at the rate of 20-25 per cent every year. The shortage is being felt not just at senior the levels, but even in the lower rungs.
