As a result, it is clear that in the Soviet Union, involving Kazakhstan, pet owners who were not able to take care of their pets commenced to get rid of them. Even though the current economic situation in the world is different, this matter remains at the same level in the overwhelmed majority of countries. .
What is worse, the reasons why animal abuse happens are neglect of people, domestic violence and zoosadism. It is essential to distinguish two categories of cruelty toward pets – active and passive. To be specific, the former is more well-known and frequent case in mankind's experience as well as it directly results in animal abuse through physical harm or deaths of pets. Besides, Volant, Johnson, Gullone (2008) demonstrate that animal abuse and domestic violence are closely connected to each other. Four fifth of women who report domestic violence have pets, and 46% have the fact of cruelty to them. Baideldinov and Dalpane (2014) disclose that children who have witnessed cruelty to pets are more likely to abuse pets themselves in the near future (as cited in Akhtar, 2012). Moreover, the next important point is that there are humans who abuse pets just for amusement. In other words, the pleasure received by torturing animals, rarely with sexual acts, is defined as zoosadism. As Ryan and Scrapec (2008) state, zoosadism, fire setting, and enuresis form Macdonald triad, which indicates them together as aggressive sociopathic behavior. Also, although animal neglect seems less hazardous, it causes cruelty to animals by starvation, dehydration, infestation, failure to provide with veterinary support and a shelter in inappropriate circumstances. Cruelty towards animals has a negative effect on animals' wellbeing resulting in different injuries and even deaths. According to the Humane Society (2014), in 2007, cases of abuses involve 1212 dogs, 337 cats and 470 others collectively.
