There are two factions that exist below the Inner Party; they are the Outer Party and the proles. The proles make up the biggest population of Oceania at 85 %. They are considered the working class who spend their time in affairs such as "heavy physical work, the care of home and children, petty quarrels with neighbours, films, football, beer and, above all, gambling" (71). They live in extremely poor conditions and the Party controls what supplies they are given, including items as simple as pots and pans. However, they are allowed to partake in sexual desires, marry who they want, get divorced, practice a controlled form of individuality such as the use of makeup, and many more things that are prohibited to the Outer Party class. They are completely uneducated and are only supplied with the knowledge that Big Brother deems necessary for them to know. They are constantly fed false facts to make them believe that they are living dream lives compared to the past, so they believe that the government is improving their quality of living. This ensures that they have no reason to even think about defying Big Brother. The Inner Party views the proles as "natural inferiors who must be kept in subjection, like animals" (71). The Party gives them a few simple rules to follow and allows them to live their lives how they please, so long as they show no signs of being a threat. The most ironic thing about the proles seems to be the fact they are seen as being less than human by the Party, yet they still possess most of their natural born human rights and freedoms. Theoretically, the proles are the ones who possess the true power to overthrow Big Brother. Winston realizes this, but soon after understands that "until they become conscious they will never rebel, and until after they have rebelled they cannot become conscious" (70). He knows that there is no hope with the proles because they will never be educated enough to understand the importance of ridding themselves of the dystopian society they are in.
